HR Trends in Turkey for 2008

English, Human Resources No Comments / Yorum Yok »

How political, economic, social and technological dynamics will effect HR world in Turkey? Here are the HR trends that we will follow in 2008:

GOVERNMENTAL REGULATIONS

Government is expected to bring additional incentives for promoting employment of young educated workforce. According to the Worls Bank’s Labor Market Study (2006), a rapid demographic transition has temporarily raised population growth and skewed the age structure toward the young. Unemployment rates are especially high for educated young people. (The economy may not be generating jobs that can absorb educated young, but also the educated young may not be well-suited to the job market.) Older workers appear to find jobs more readily than younger workers, independent of education level. Read / Devamı »

Open source startups seek to fill vertical voids

Business applications are still mostly proprietary, but a handful of fledgling firms are trying to get past the interoperability constraints to change that. First up: HR software

There are a number of open source software applications that cover enterprise resource planning, customer relationship management and payroll, but there is a strange dearth of unified open source human resources software solutions, which some say is symbolic of the general lack of industry-specific and vertical open source software.

Interview with ITWorldCanada

News No Comments / Yorum Yok »

Nowadays, ITWorldCanada is working on a story about open source HR software and for this reason they requested to have an interview with me on OpenHRIS. Below you can find my answers to some questions.

ITWorldCanada: What inspired you to create open-source human resources software?

UCY: Along my 5 years of HR experience, I saw the importance of infrastructure in properly deploying new HR applications. Advanced HR applications (such as target deployment, performance management, competency management…etc) are difficult to implement and control with paper & pen and quite expensive to run and maintain with incumbent commercial solutions, which require considerable investment on both server and client side. Moreover, installing these comprehensive and integrated software packages with all necessary infrastructure isn’t sufficient for full utilization, as it is also required to receive consultancy from the vendor for customization of built-in HR models or for adaptation of the customer’s own existing models to the new framework in expense of a couple of more zeros on the right of the billed figure.

IIP Commitment Certificate Press Meeting

News No Comments / Yorum Yok »

Hürriyet İKTofas is the first company, which is commiting to IIP (Investor in People) award, in automotive sector. IIP is new to Turkey. There are only 8 award holders in Turkey and all of them are in non-manufacturing sectors. Tofas will be the first award holder, which has blue collar employees.

We completed the very first 5 steps and got the commitment certifcate. Yesterday we arranged a cocktail prolounge in order to announce this to the press. More than 20 media agencies were invited to the meeting, and almost all of them attended. However, most of the attendees were either interns or reporters from a completely irrelavent domain. They listened us a little, eat the repast and left the meeting immediately after the CEO’s speech. There I understood that all these media issues are just huge humbugs. :)

We had a nice press coverage after the IIP cocktail. Hurriyet IK is the one, which spared the largest space…

How To Purchase A Tennis Racquet

I recently changed my racquet and was about to go nuts since I was stuck with the unexpected complexity of selecting a racket among tons of alternatives and tons of different features.

The racquet manufacturers do their jobs well, they are confusing you by differentiating their products with so many interesting “technologies” (!). Some racquets have chips, some of their frames’ material are siliconized at molecular level…etc Amazing huh! :)

Anyway.. Before continuing, let me provide some information about technical aspects of features of a racquet.

Beyond Measurement: An Evaluation Framework for Employee Performance Measurement Systems

Human Resources No Comments / Yorum Yok »

Here is an article of mine about performance evaluation. I tried to explain the framework I have designed in order to evaluate the performance management system results in Tofas.

ABSTRACT

Purpose: Although quite a lot research effort has been devoted to establishing more efficient and effective performance management systems for measuring the employees’ performance better, the issue of evaluating performance measurement results in a systematic manner remained relatively untouched. This paper argues problems of evaluating results of performance measurement system of Tofas Turk Otomobil Fabrikasi and discusses possible ways of handling the evaluation process methodically. Methodology: The study is based on empirical investigation of Tofas’ experience and the research done on evaluating educational performance. Findings: The paper presents empirical evidences of Tofas’ case and identifies relevance of educational performance evaluation issue to the discussion. By combining both, it proposes a set of statistical approaches for a more systematic evaluation process. Originality / value: The findings may especially prove valuable for HR specialists who practice objective-based performance appraisal.
